Municipal Solid Waste Management Plant in Berhampur, OR, India


Description

Berhampur city known as "The Silk City" is headquarter of Ganjam District located at the southern part of Orissa.

The city is among one of the oldest city of Orissa state.

The municipal waste in the city is maintained by Berhampur Municipal Corporation (BMC). Usually the solid waste was dumped outskirt of the city in a place near ‘Chandania Hill’. With the aim of better management of urban waste, the Council in its general body meeting held in May 2013 decided to improve the present sanitation facilities and the solid waste management system in the city. In the meeting a new place called ‘Mohuda’ about 15 kilometers away from the city was decided for the new garbage dumping ground. Accordingly BMC prepared a blueprint and a detailed project report for establishment of a solid waste management plant (SWMP) in Public Private Partnership (PPP) mode.

For the new garbage dumping, over 31.62 acres of land was acquired at Mohuda and the estimated cost of the project was about Rs 70 crore. The financial assistance was expected from International Finance Corporation (IFC). The detailed project report was submitted to the BMC by the IFC [1].

The project at Mohuda was implemented through the PPP mode through an open tender [4]. Berhampur Waste Management Company Private Limited - a consortium of ULP Environment and Engineering, Ram Engineering and Construction Company and BMC has been formed for implementation the project [5]. Besides setting up a state of the art processing plant, the selected private partner will be responsible for primary and secondary collection, transportation, segregation, recycling, treatment and scientific disposal of solid waste [2, 4] Chief minister Naveen Patnaik laid the foundation stone of the project at Mohuda in October 2013 [6, 8].

A public hearing was organized in September 2014 by the district administration and Odisha State Pollution Control Board for the opinion of the local people. In the public hearing residents of Mahuda, registered their protest against setting up of an integrated solid waste management plant in the area [7].

Project Details and Actors

Project DetailsBerhampur is one of the important trading centre for Southern Orissa. The city was declared as a Municipality in the year 1867. It is the fourth largest city of Orissa with an estimated population (2009) is about 0.38 million [3]. The city has about 110 slums where thirty per cent of the city’s populace lives. The majority (about 80 percent) of the city’s waste is generated from residential areas. Presently about 138 tons perday (TPD) waste is generated in the city. It is expected to increase to 250 TPD in the next three decades [2]

The city corporation decided new waste management policy in PPP mode. Accordingly a new entity was formed under the name ‘Berhampur Waste Management Company Private Limited’. The company is a consortium of ULP Environment and Engineering, Ram Engineering and Construction Company and BMC has been formed for implementation the project. Some other adjoining towns would also be included in the project in future. The implanting agency will collect the garbage from the near by cities also [5].

Development of AlternativesThe proposed land was marked for a hospital by the former Prime Minister P.V. Narasimha Rao who represented Berhampur in the Lok Sabha. The residents have no objection for a hospital to be established but thy have objection in this waste management plant [7].

Why? Explain briefly.The proposed solid waste management plant at Mohuda was approved at a public hearing held in September 2014. The public hearing was organized by the district administration and BMC officials. Government officials and the BMC representatives assured of looking into the concerns of local people.

Officials and including the local MLA assured that the road from Berhampur to the plant site would be expanded for smooth communication. They also assured that the plant would be built with latest the technology and minimum pollution. The plant will also prepare compost which can be utilized by the local farmers to enhance the firm yield. Municipality officials assured that the site is located away from the water bodies and human habitat so the pollution due to waste dumping will cause no damage to the local people and their environment [7].

However, the mobilization is still very recent and the issue under negotiation.
