Pigneto lake was created in 1992 by the construction of a huge shopping mall on the ruins of an old textile factory, the SNIA Factory. During the excavation work for the foundation of the giant centre, a branch of groundwater Acqua Bullicante was broke and submerged the entire area, creating a lake of about 10,000 m2. Today the lake is home to numerous species of protected wildlife. The neighborhood committees have struggled to make the area a public park. In December 1994 the municipality of Rome approved the landscaping of the public part of the area occupied by the former SNIA factory. The Park of Energy was inaugurated in 1997. In that period the area called "Ad duas lauros" (which is part of the entire area of the former SNIA) was included by the Ministry for Cultural Heritage as an area of archaeological interest. In 2000, the Lazio region began an expropriation process of the former factory area / Energy Park. This was finalized in 2004 by Order of the Mayor no. 194 which decreed the area between the lake and Portonaccio, expropriated for the creation of the Prenestino Park. In 2007 the Committee of Energy was founded, which would later become part of the Forum of Energy. The Committee was committed to the protection of the park and two structures that are found inside: "The Square" (completed in 2011) and "The House of the Park." The facilities were used as cultural spaces. Between 2007-2008, representatives of the local administration of district VI of the municipality of Rome, and other associations, committees and citizens of the district took part in several working sessions for the establishment of the Permanent Territorial Forum of the Park of Energies. The Permanent Territorial Forum of the Park of Energies, born on the 28, April 2008, has the function of managing the cultural space and activities in the park area. Towards the end of 2008, rumors began to spread among the residents and committees of Pigneto - Prenestino, that a pool for Swimming World Championship of 2009 would be built in the area around the lake. Protests began by inhabitants who had for years tried to incorporate the park and the lake as public parks, in the Park of Energies. These protests became more vocal in early 2009, and after a series of demonstrations by the committees the municipality of Rome revoked the grant to the sports company for the construction of the pool. To monitor the preservation of the park and the lake, the WWF Committee of Pigneto – Prenestino was created in 2011, focusing on the Park of Energies and other green areas of the district. In 2012 and later in 2013 two attempts were made to speculate on former SNIA area. One was from the University La Sapienza for the construction of dormitories for students. The other came from the Ponente 1978 society for a project entailing the construction of 55,000 m3 in that area. The latter project, would involve covering the lake and building four towers 100 in height. Both initiatives faced strong mobilization to protect the entire area from new constructions. At the end of 2013, The Permanent Territorial Forum of Park of Energies sent an initial formal notice to the owner of the area, following the excavation of a hillside on which an historic pine forest stands. In mid-February 2014 The Rome City Council approved a motion by the SEL party which partly reflected the demands made by the Forum of the Regional Park of Energy for the protection of the lake, halting the expropriation of the public open spaces around the lake. In June 2014 The Permanent Territorial Forum submits a request to create a protected area to the Superintendence for Architectural Heritage and Landscape of the City of Rome. After years of struggle by the committees in August 2014 came the first concrete actions for the establishment of the park and 500 thousand euro were allocated by the municipality of Rome for works that will make the park and lake accessible to all citizens.
