Sud de France TGV train Station in floodable area, Montpellier, France


Description:

The Government’s decree of February 11th 2015 approves the Public-Private Parternship with the ICADE promotor for the construction of the Sud de France TGV train station in Méjanelle/Pont Trinquat. The new train station is presented as required for the new high speed railway under construction between Nimes and Montpellier. Local and national organizations mobilize together to denounce the numerous absurdity of the project; as the TGV future station is to be constructed by the Negue-Cats stream, which regularly overflows. The neighbors’ collective « anti-gare de la Mogère » denounces the lack of transparency of the whole decision-making process. For instance, the annexes of the private-public partnership contract were not published. The reasons justifying a public-private partnership were not communicated to the general public. It is feared such contract will give advantages to the private partner’s financial interests. They also reminded that the public investigation in the general interest from September to October 2014 was barely publicized.  Still almost 700 people participated and 685 declared to be against the project. Finally the public investigation gives its conclusions in favor of the project.   The same neighbors’ collective recalls that the Environmental Authority declared itself against the project in April 2014. In 2005 a declaration in the public interest proposed the construction of a railways’ exchanger at Saint-Brès  which would allow the high speed trains coming from Nimes to arrive to the Saint-Roch Montpellier central train station. That’s the option they keep supporting until now. It is much cheaper and it does not prejudice the Negue-Cats banks’ fauna and flora. It is also in the interest of the travelers’ comfort to have only one train station, in case of connections. The activists denounce the fact that the TGV station comes to feed the real estate promoters for the urbanization of “Montpellier Agglomeration”.  Two judicial appeals were initiated against the project in February and August 2015 respectively before the Conseil d’Etat and the Administrative Tribunal of Montpellier. Still in October 2015  the planning construction was granted by the Herault prefet.

The Sud de France TGV station serves to received the high speed trains which will be circulating on the under construction high speed railway between Nimes and Montpellier.

Behind the TGV train station there are bigger interests at stake, as its construction serves to justify the real estate transactions for the urbanization projects of Lattes' area ("ODE à la Mer" and "Oz Montpellier"), outside of Montpellier, orchestrate by the society SERM. The high way A9 bis will also cross the floodable area (constructed by Vinci). A tramway new line is also be necessary for the connection between the Montpellier central train station and the new TGV station Sud de France.
